Horde Command Pack is DLC (downloadable content) for Gears of War 3. It includes:

Three new multiplayer skins (Bernie Matacki, Big Rig Dizzy and Onyx Guard)
Three new maps for use in Horde mode (Azura, Rustlung and Blood Drive)
New fortifications and fortification levels for use in Horde mode
Two weapon skin packs (jungle camo and team plasma)
Additional achievements for a gamerscore of 250
