Generate random number (between 0 and 1) at fixed time 
intervals. If number is less than PID controller output
(on a  to 1 scale), switch on. Otherwise switch off.

At any rate it controlled beautifully a piece of experimental
apparatus!

Hey, I know I'm not supposed to talk about politics but that
may be the way that (some) governments make "policies" -
you know, one step to the right, two to the left... Shall
we call that "fuzzy logic" or "fuzzy politics"?  ;)
