Vietnamese leaders open key meeting 



            The senior leaders of the Vietnamese
            Communist Party have opened a key meeting
            which is expected to focus on administrative
            reform and possible changes to the economic
            leadership. 

            Reports from Hanoi said police imposed tight
            security around the party headquarters where
            the one-hundred-and-seventy members of the
            party's central committee are expected to meet
            until the end of the week. 

            Diplomats say there are reports that changes in
            top level personnel could be discussed, but
            added that government policy is unlikely to be
            affected. The communist party plenum is held
            every six months and is closed to foreign
            media.
