Leaders agree to fight separatism

Nazarbayev voiced his worries over organized crime, drug trafficking and
the force of religious extremism _ all issues that threaten regional
security. 

He promised that his country would support China and Russia in their
efforts against ethnic separatism and extremism. 

Rakhmonov said his country will not allow any activities on its
territory that threaten the security of other countries. 

The five heads of state signed a joint statement yesterday after the
summit. 

The statement applauded the progress in co-operation since the 1996
Shanghai summit and expressed the five nation's confidence in expanding
co-operation to guarantee security and multilateral co-operation in
other fields. 

The five nations reaffirmed they would continue their efforts to crack
down on international terrorism, drug trafficking, arms smuggling,
illegal immigration and other forms of cross-border crimes, in an effort
to curb ethnic separatism and religious extremism. 

All participants reiterated that they would faithfully follow the
principles of respecting human rights set out in the United Nations
Charter and other international documents. 

They also stressed that the protection of human rights should not be
used as an excuse to interfere in other countries' internal affairs. 

The five nations supported the "Silk Road diplomacy" proposed by this
year's host, Akayev, to enhance peace and development in the region. 

China, Kyrgyzstan and Kazakhstan also signed an agreement on the
junction of the borders of the three nations.
