IMPOVING POLITICAL QUALITY IS THE MOST URGENT TASK, SAYS PARTY LEADER

Ha Noi, Aug.  29 (VNA) -- Improving quality - particularly political
quality - is the Communist Party of Viet Nam's most urgent task, said
General Secretary Le Kha Phieu. 

The General Secretary made his assessment during the closing session of
the eight-day Seventh Plenum in Ha Noi on August 16. 

He said:

"The Plenum reviewed what has been done and what has
left undone in strengthening the organization and apparatus of the
political system as well as reforming salary and other social policies. 

"The Central Committee had agreed that there were many
inappropriate points within the organization and the political-system
apparatus.  But the most urgent issue is not primarily to streamline or
merge several Central Committee commissions or administrative agencies,
divide, merge or re-name ministries. 

"From now until the ninth Congress, efforts must focus
on improving the quality, especially political quality, and operational
efficiency of Party organizations, officials and members as well as the
staff of the Party and State agencies, the Fatherland Front and mass
organizations. 

"A stabilized organisation will serve as the firm
foundation for strengthening and re-arranging the structure of each
organization and the relations of the entire political system.  Any
organizations that have completed their tasks and have become unsuitable
are to be dissolved or streamlined."

The General Secretary identified the following issues as in need of
immediate attention:

"Strengthening the working class nature of the Party;
enhancing the sustainable leading role of the Party in all circumstances
and in all fields of the social life, ensuring that the Party fulfils
its duty as the ruling party as assigned by history and the nation and
ensuring that all State apparatus and mass organizations are pure and
strong, and forever of the people, by the people and for the people,
thus enabling them to manage the country effectively; promoting the
people's right to mastery, re-establish order and discipline, boost
economic development and improve the people's material and spiritual
condition; maintaining political stability, driving away social evils,
successfully implementing national industrialization and modernization
with the objective of creating a prosperous nation with equitable and
civilized society. 

"Safeguarding the national independence, sovereignty
and territorial integrity of the Fatherland while advancing firmly along
the path of socialism."

The General Secretary said people are the origin of power. 

"The right to national independence and the working
people's rights to mastery are combined into the political power of the
State," he stressed. 

"The Vietnamese people's only path is national
independence and socialism.  They deeply understand that only through
the leadership of the Communist Party of Viet Nam can they reach their
noble objective. 

"The Party has no other aim than to ensure the
existence of the nation and long-lasting peace for the people.  The
Party's leadership is unified and comprehensive. 

"Unified and comprehensive leadership means leadership
in various fields, political, ideological and organizational, including
organization of apparatus and forces as well as the contingent of
cadres. 

"State power is also unified and unique. It cannot be
divided but enjoys the combination of executive, legislative and
judicial authorities.  The Government - an executive authority - is a
collective agency of its members headed and led by a Prime Minister. 

"The Prime Minister exercises leadership over the work
of the Government and its members.  Ministers are members of the
Government, norminated by the Prime Minister and approved by the
National Assembly.  A minister is responsible for exercising State
management over those sectors and branches of activities that are under
his/her charge and is responsible to the Prime Minister and the National
Assembly. 

"Cadres must have qualifications and virtue. The head
of an apparatus must be responsible for all aspects relating to the
apparatus under his/her charge. 

"Cases of corruption, theft, wastefulness, causing
losses to public properties, causing death to people and damaging their
properties, and intentional violations of law should all be made clear
by the legal agencies and publicly informed to the entire Party, army
and people. 

"The streamlining of the Party and State apparatus is a
task in the campaign of Party building.  It can only be fulfilled when
the strengthening of the Party and State apparatus is well combined with
the Party building. 

"Changes in the salary policy must be closely linked
with national socio-economic development.  Suitable salaries paid to
workers means an investment in development, increasing workers'
productivity and efficiency.  Salaries should then be adjusted regularly
in accordance with socio-economic development."

The plenum had decided that from now to 2001, State salaries will be
adjusted to take into account inflation.--VNA
