a) These pages need to identify the person maintaining the list and how to contact them. The also need a disclaimer (see ASA's disclaimer). At the least there should be categories and a table of contents. Further would help to have a stated purpose for the list. For each entry, have the URL, company, primary contact. Ideally version information. Some cites even have a brief synopsis. They should ideally identify language, platforms.
b) Software pages need a certain quality level as well. Clearly they need author, contact info, publication citations, and brief description. History of software and its relationship to other software would be useful. Detailed description of software on attached pages (man pages). Download and/or license information.
