Looking Back



Hi everyone, today I thought we should do something different and take a look at how some concepts have changed over the Hearts of Iron game series. We'll be looking at supply, upgrades and reinforcement and such first.

Hearts of Iron 1
I didn't remember how it was here, and actually had to go buy myself a copy of the game online because I couldn't find any discs :D

HOI1 has a pretty simple supply "system", a percentage of your total Industrial Capacity (IC) is diverted to supply production via a slider and goes into your supply stockpile. Units consume supply and if they run out they start losing organization etc. For a unit to be able to draw supply it needs to be able to trace a path to a friendly port or its capital. There was also a combat modifier penalizing you from fighting far away from your capital.

Reinforcing had to be done manually (although you could do it for whole armies) by clicking on their strength to bring it back up.

Upgrading divisions was a bit tricky compared to later games. You had to take them off map into the Force Pool, perform the upgrade by partially rebuilding it and then redeploy the unit on the map.

These systems gave great control, but forced you to do a ton of micromanagement and keep track of a lot of things at the same time.


Hearts of Iron II
Supply works a lot like HOI1, but introduces concepts like Supply Efficiency and Transport Capacity (TC). TC is a global value that gets automatically set as 150% of IC (could change by modifiers). Each division adds up to your total need of transport capacity depending on their supply consumption and if you go over it you start getting penalties. What directly effect a division is called Supply Efficiency which is an average of TC, local infrastructure and any bonuses from local HQ.

Supply for divisions was now changed to be less micro intensive. You could prioritize armies and also give them special Offensive Supply when in a pinch. Doing so gave these units improved supply efficiency for a month at huge cost, but was good for your elites and critical offensives.


Upgrading and reinforcement is now also less micro and done by diverting a percentage of your IC to it with a slider. You also had the option of producing attachments (like military police or anti air) to your divisions which could be deployed later.

This basic system made for a lot less micro management, while only giving up some control (there is only really 2 prio levels since a division is prioritized or not), managing attachments was some micro, but it was a step in the right direction and gave great control. One of the major downsides of the system was that there was no real way of controlling Transport Capacity, so if you expand into in asia your front in europe will get same penalty when going over a global TC, but as an abstraction it worked pretty well.


Hearts of Iron III
For HOI3 we wanted to expand on the supply system and make it more realistic. Supply and fuel are transported around the world in a province-by-province (and through naval transports) flow network.


This system meant that there was a realistic delay built in when stuff changed and bottlenecks appeared and it's probably our most realistic system to date. The downside of this was that it was extremely hard to understand and follow (and also was very very bug prone). A problem a week ago could be causing your current frontline issues and because it was all a flow system with incremental changes being able to interpret how it was going wasn't exactly clear. What actions to poke the network with to improve things also was never really readily apparent for people without a lot of experience. We even added an "arcade mode" supply option that bypassed all the complexities and put it back to HOI1 level basically.

Like HOI2 reinforcement and upgrades were now handled by diverting IC and upgrades.


There is no way of prioritizing different armies or geographical areas, but you can tell units not to receive upgrades or reinforcement and in that way control where stuff is sent.

HOI3 also expanded on divisions and basically made everything an attachment. This meant that you could reorganize brigades on the map by shuffling stuff around and do things similar to attachments in HOI2. The downside was that this was very micro intensive when you wanted to reorganize army templates as there was no way of doing it across more than one at a time.


Hearts of Iron IV
For HOI4 we changed the supply flow system to be instant and based around bottlenecks instead. The goal being that it should be easily apparent what is causing your frontline problems. We also moved to larger areas to get a better manage the complexity for calculations and display to player.

When it comes to upgrades and reinforcement we made drastic changes in HOI4. They are now effectively the same things as you produce equipment rather than an abstract supply value to fill your divisions. We also added abilities to prioritize where supply went between theaters for better control, and even flagging division templates as elites, regular or reserves to manage their priority within theaters.

Looking at the system I think gameplay went up on all accounts here. I think the system feels more realistic and immersive when looking at how you need to build exact equipment, but with fuel costs calculated into production of equipment rather than when using them (like on ships). There are some suspension of disbelief issues here we want to work on in the future.

When it comes to managing upgrades of divisions compared to HOI3 we also made a big leap. It's now easy to do incremental changes to lots of divisions at once, either through editing their master division template, or changing a couple of selected divisions at once. Also upgraded equipment now slowly trickle into the divisions, upgrading them bit by bit in the field rather than all at once like in previous games.


Team wise we are working on the expansion right now and should be able to start doing dev diaries on it soon, but let me know how this one felt, is it interesting to take a trip down memory lane?

The Team!


Hello all!

KimchiViking here. New Project Lead for HOI4.
As podcat mentioned in his Dev Diary last Friday; we're going to do these DD's on Wednesdays from now on. Starting with a presentation of the team, as it is right now.

Currently the team is comprised by members from Sweden, Denmark, Russia and Belarus. Which means that if you walk into our section of the Paradox offices, here in Stockholm, you are likely to hear a garbled mix of English, Scandinavian and Russian. And yes, our walls are full of war propaganda posters. People keep toy tanks on their desks. Just how you always imagined it, right? ;)

    Together with the responsible game designer I design how the AI should behave and is the responsible for the technical design for the AI. I am also the primary programmer to implement these designs.

    One of my favourite HoI4 AI moment was probably a while back in development when nuke missions were basically set up like regular strategic bombing missions. The AI had not yet been made to construct or use nukes. One day another person in the studio came to me and told me the AI had nuked them. After asking a few questions it became clear that the player had built nuclear powerplants in locations which had then been taken over by the AI who was not really aware of the extra...umpf, it was packing in to its strategic bombing runs against the player.

    I have to share it openly: I love the Hearts of Iron-series! :) It was one of my favourite PDX titles since HOI2 vanilla. It was great honor for me to put my hands on the development of new iteration of this amazing World War II game. Also my Russian background means that everything connected to this historical period is close to my heart. I see it as my duty to deliver the best gameplay experience in this WW2 setting. Salute!

    I have only been with HoI for a few months, so most of my time has been spent on the first DLC. I also work on Europa Universalis 4, Tiberius, and Caligula.

    Errordawg is one of my greatest creations so far ;), I think he made it into the game thanks to Darkrenown who was kinda fed up with all our cat aficionados and I couldn’t agree more. Whenever Podcat mentions getting dogs into the game I put everything else aside and abide.
    We do use errordog and major console dog emojis btw.

    I’m the sort of person who always likes to test the limits of what a game can do. The possibilities in HOI4 boggles the mind! Playing Germany, right now, I envision it as if I'm enabling Rutger Hauer, by creating my own personal version of the movie “Fatherland”.

So, yeah! This is us. :)

It's a small team. (If you compare it to a AAA-title game.) But these people can do great things. I used to watch them from afar. And know that Paradox games only get better with time. Being apart of that process now, is equal parts having a sense of responsibility to carry on that tradition and being chuffed to bits about being in a situation to make things happen.

TL;DR:

I've spent 500+ hours in HoI IV & probably will spend more, and it's second game where I got all achievements. Game indeed is fun and MP friendly. 1 MP session usually lasts 2-6 hours, depends on starting date & people you play with and in most parties is fun, but overall Hearts of Iron IV is a complete mess: SP is ahistorical surreal WW2 on LSD - Japan fighting for every inch of Vaterland while Germans scrambled to Africa and Asia taking back lost colonies while MP public games are not far from SP in case of madness, but good thing is that if you'll find good community you'll enjoy this game.

Singleplayer:
Not a challenge at all. AI is braindead. You can do whatever you want and AI will respond to this in best case by doing nothing, in worst AI will do absolutly dilusional "counter". That's it, SP is not interesting and not challenging.

Multiplayer:
Most fun part of the game, have some big pros and cons & it's enjoyement really dependable on community and house-rules.

DLC:
Check SteamDB and you'll be surprised, they've already reserved 56 DLCs(including 15 already released) - FIFTY SIX DLCs. Current game state and DLC count just don't correlate in my mind.

Personal Preferences:
I personally prefer Plausible WW2 where people don't build spacemarines templates, don't abuse game mechanics and don't do absolutely "stupid" things.

I've found that 1939 start; Majors only; Common sense community, where there's no need of book size house rules; Where Allies are allies including Soviet Union - Yes, in most game USSR players are ignoring Allies or are ignored by Allies; and Axis are Axis. And that's the place where I spent my ~500 hours in-game and probably will spend more.

Surely it depends on communities and people you play with, but most MP games are swarmed with cheesy tactics, exploits, meta and lack of common sense: "Spacemarines" Templates; Fort spam(Build 2nd Maginot anywhere in the world just in a year - easy); 1 Submarine glitches whole fleet(Probably fixed by 1.2 patch); Dilusional Minors; Half of world goes fascists cause Focus Tree bonus and etc. - It's most of MP games, if listed above is not fun for you, you still can find good community which match your taste.

Game Machanics:
I hope that this is first and last PDX experiment with game mechanics. Game is simplified to the level where it's absurdly becomes complex and not because there's lot of things to watch, to do or to babysit. No. Game lacks feedback to the player. You just don't understand what's going on. Game gives you so little information.

Air warfare
Air warfare is best example - all you know is that there is some air struggle and more planes you build more likely you'll win air "bonus". You don't know what enemy planes you encounter, you don't what's happening right now - seconds before you had air supperiority and area is green, then bam! Enemy teleported his whole air fleet to the region and are is red. That's it.
Bombing campaigns are blackboxes. You're bombing something, but don't have direct control on what you're bombing, all you know that N number of your Strategic bombers do some stuff, maybe they're bombing Reichstag, maybe Forts or maybe it's just village road somwhere 500 miles away from front line, you don't know and will not know, it's a mystery.
Another good example are battlereports, they're gone. Somwhere near El Alamain was a huge battle, where you managed to encirle and destroy three Italian divisions - no one cares. You were invaded by 30+ German army group cause your Royal Navy was bugged by german sub - no one cares. Hamburg was captured by British Paras - no one cares. You have constantly monitor all your territory, cause one time you can suddenly find out that France was liberated and Americans are marching on Berlin.

3D. 3D is everywhere.
Map is looking really nice and beautiful, but again - not informative at all. It's really hard to say if there's a forest or a huge mountain or even a swamp. I understand that game designers idea was to show everything on the map where there will be no need in reports or schematic map, it's doubtedly ok if you control some small scale warfare - here are fighters flying, here tiny soldiers shooting at eachother backed up by CAS, but when it's about Total War, which WW2 was it's a mess on the map.

There's no schematic map, if you'll turn off all 3D models and leave only NATO counters you'll end up with plain map without rivers, fortifications and counters which lack any info like their heading/attacking direction, their position on the map(Yes, they are just floating above 3D model, even you'll turn off 3D models).

Focus Trees:
I liked scripted system in HoI III, you was sure that everytime you'll play you'll get your WW2 with plausible shifts and if those plausible shifts happen mostly they are forced by you, Player.
Here's everytime is something new and most of the time this "new" is absolutely surreal. To keep WW2 going as intended you have to play Germany, otherwise be ready to see something like this:
*Worst scenario: Berlin is surrounded by Allies, but Hitler is sure that things are going well and it's time declare war on Denmark & Norway.
*Not so bad scenario: Germans managed to occupy Europe, but really scarred to attack Soviet Union. Funnies part is that Soviet Union has troops concentrained on Romanian border and germans will be staring for ages into those wide distances looking for sneaky russkies who're definetly trying to cheat arians by not guarding their border.
*Modified "Not so bad scenario" aka "Lunatic Hitler": Germans are staring on Soviet border while sneaky brits liberating France - closer they are to the Berlin, more confident in victory Hitler is by moving more and more troops to the Soviet border.

Battleplans.
On my opinion it's worst and not working as intended forced feature.
If you're like me you probably expected from battleplans something like drawing plans in HoI 3 but with ability to attach units to them and execute: "Panzerkorps I & IV from both directions attack here, Infantry encirles remaining troops here, panzers advance further, Paras drop here...ohoh! Here's retreat line "in case of..."; Here's Plan B - This army goes here, 7th Army goes there, Marines invade on D+30 with heavy air support - Perfect! That's my version of Barbarossa."
NO! Draw a line, then draw an arrow on enemy's capital. That's your battleplan! That's how it works Mannstein! That's how it should be done Zhukov! That's how real invasions were planned Eisenhower!

OOB.
There is no OOB. You just assign your swarm/blob to the tribe chief called in-game as "Marshal" with mistyrious ability to mentally command every unit in any spot on the Globe without any issue or delay and that's your OOB, enjoy it. Or you can make a little harder separate your tank to the "General" with "Panzer" trait. OOB ends here.

Minors
Minors and developers love to the them is just beyond my imagination.
Shortly: any minor(including Luxemburg and Bhutan) can be on same or few techs behind most of Major's and yes, there's no issue for them to develope nukes, it was such an easy task those days, that even Bhutan can make it.

This is my first review i have ever done and i felt like doing it because this game gave me something extraordinary.

Me(23 years old) and my dad who's 52 have always liked games. But for alot of the later years we simply did not play the same games. Probably because of taste. We did however, like strategy games both of us and have played alot of civilization together back in the times.

Now i fell over this game and i actually brought the game for both me and my dad so we could give it a go, for good old times sake. Little did i know what i got us into.

Together we figured out how the game work, step by step and getting stomped by the merciless AI's in every way possible for the first couple of hours. Please make a proper toturial for us casual people:(.
but nontheless we learned the basic of the game.
After 50 hours of insane amount of fun together with my father, which included long discussions of strategies, victories and defeats. Hell, we have even been sitting at the dinner table talking about in what ways we could bring down the russian bear.

Thank you for creating this amazing game and i would anytime recommend it for someone who got a friend og close relation to play it with. There's nothing bringing people together like taking over Europe.

10/10 would have my father as Hitler again.

This game... Well, I'm going to word this as genericaly as possible. This game is Bland.

By Bland I mean the stock game gets stale, REAL QUICK. Now, I've been a follower of the Hearts of Iron series long before it came on to steam, I'm talking the original "HoI". The sheer amount of detail and hard work put into the game was just stunning. Hats off to Paradox when they want to make a strategy game, THEY ♥♥♥♥ING GO 1000% and make some of the most immersive and challenging experiences that take countless hours of practice to master.

Sadly HoI4 somewhat fails to deliver this experience. NOW BEFORE YOU GO COMPLETE APE ♥♥♥♥ ON ME, yes I know they dumbed down the difficulty of the game to appeal to a wider audience. And I agree with that. Take HoI3 for example, That game was arguably the hardest game in the franchise. The learning curve was comparible to a ♥♥♥♥ing mountain. But that is not my main greif with this game

My first intial hours playing the game was some of the best experiences I've ever had with a Paradox game. The flaws how ever begin to reveal themeselves around mid to end game.

In HoI4 there is a system in which you can set a research focus in your country. For example there is a choice to spend 70 ingame days of research to annex Austria (if you play as Germany) these "perks" as you may call them, Significantly change the total outcome of the game. And the other Doctrines may differ in effects like giving you an effectivness boost to all of your army units, or a 50% research bonus for certaint technology.

At the moment only 6-7 nations in game actually get their own focus tree. Every other nation in the world gets a generic focus tree (not including mods).

And don't even get me started on the AI. The AI is possibly the worst thing about this game. DO NOT TRUST YOUR AI GENERALS as they will casualy make major mistakes and blunders like over extending into enemy teritory and then getting cut off and surrounded. The AI is absolute garbage.

I could go on for hours about the AI but I feel like that I'm dragging this review on longer than it has to.

Overall, Just wait for the mods to get better or for the game to get more DLC and patches that will fix some of the bad things about this title.

The game isn't worth buying because of the bugs and the bad AI right now, so I'd recommend waiting a few months when the game is on a sale.

There isn't nearly enough content to warrent a full game. Paradox no doubt plans to release a mountain a DLC down the line that will add more features to the game and make it more appealing, but for now, it's just very stale WW2... again, and again, and again.

It's still broken. The A.I. will randomly move it's entire army from a major front. E.g. Germany will move it's entire army away from the eastern front. Guess what happens next? There are also other game breaking bugs like with Poland and the Molotov-Ribbentrop event firing even if Poland is a part of the axis. Until Paradox bothers to fix bugs like these I cannot recommend this game. It's a nice game, but the bugs are terrible and in some cases game breaking.

i really enjoy this game, the production system is awesome, i miss earlier gmes more streamlined eventss to war. but the national focus tree is awesome as well. multiplayer is also pretty good.

The best part about this game is that i can say without hyperbole is that Hitler is a bit OP and they really needed to buff trotsky.

before i start if anyone has any questions about the game feel free to ask. Hearts of iron 4 ww2 strategy at its finest this game perfects multiple aspects such as building upgrading through the tech tree and building a military. but there are some MAJOR set backs i had one British sub destroy my 60 subs that were highest trained and with a level 9 general like what the ♥♥♥♥!!! ive had a naval force land and have supplies that had over 300 units get pushed back by ONE truck ONE not 40 not even 10 ONE ive had so much fun and frusteration with this game. I rate this game fa 7-8 out of ten its fun but needs major improvement
