against the Cambodian Government. The document claims that the "front representative" in Phnom Penh has received complaints from Cambodian authorities that the Viet Cong had set up camps on Cambodian soil and carried weapons with them when moving across the border. 6. The substance of the document appears to be similar to that of another document captured last April in the same general area.
