"We are all anticipating it is not 'if' but 'when' he announces," <person>Smith</person> told ABC News.
<person>Biden</person> supported <person>Smith</person>'s 2018 run and in a video message during the South Carolina Democratic Convention weekend said <person>Smith</person> reminds him of his late son, <person>Beau</person>.
