Dwayne is the DHCP server, after the previous DHCP server became too unreliable to bear, a computer running Ubuntu Linux was promoted to DHCP server and has been so ever since. 
If Dwayne crashes and Paul's not around, you should probably learn how to fix it.  
!Rebooting
DHCP is not set to start up automatically on reboot.  The DHCP server used by the network is DHCP3, not the default one.  
!Network Details
The actual physical port Dwayne is plugged into is specially assigned by Doit to be the only one capable of broadcasting DHCP info.   There is one file unique to Dwayne that must not be lost; that is the hosts file, it contains a semi-accurate mapping of all the static IP addresses assigned in the building.

It doesn't really matter, but Dwayne's IP address is 144.92.235.18.
