People involved in the Nelson Institute have very different computing tastes.  Some of them want IE to be the default browser with the Nelson Institute as their home page.  Some want Firefox to be their default browser with a blank home page.  Nobody wants Opera as their default browser with a Swahili translator as their home page.  But beyond that, they just want to be able to use word, write grant proposals, check their email and print.
