Yes, it is indeed Tuoi Tre Magazine.  It is underconstruction.  There 
is one article: Tuo Tre's prfile written by Huynh Son Phuoc, Deputy Editor-in-chief,
Senior Commentator.

Apparently, it can be read by  one of these fonts: VPS, VISCII, or 
VNI font.
