suspended for 3 months


Dear Anh Tua^'n (tanguyen@bechtel.com),

The admins have collectively decided that your recent posting on "Lo+`i
chu'c Te^'t... Tin ho.c" seriously violates the VNSA policy that prohibits
politically sensitive and propagandistic materials. 

You must know very well what you have sent to VNSA. Your message is an
excerpt from the Tet letter by Dr. Ha Si Phu, where the author calls for
political plularism and multi-party system. This letter has been
broadcasted by Radio Free Asia, arguably for propagandistic purpose
against the current political system in Vietnam. 

Independent of any possible VNSA members' attitude to Dr. Ha Si Phu and
his letter, and to Radio Free Asia, the message you posted cannot be
considered as acceptable on our forum, since it touches one of the
politically sensitive topics explicitly prohibited by VNSA rules (see the
VNSA FAQ). Your posting also violates in the most obvious way the VNSA
rule which prohibits posting of propagandistic materials. Even more
seriously, your message can be easily interpreted as a violation of
Vietnamese law, and therefore constitutes an extreme danger for Vietnamese
DHS - the majority of subscribers to VNSA. 

The admins have repeatedly asked our members to avoid discussion on
politically sensitive topics, and whenever there is a slightest doubt on
whether one's material violate VNSA rules, to contact the admins first. 
Being aware, obviously, of the character of your message, you choose to
ignore this admins' request. For this reason, the admins are forced to
think that this is your intention to violate VNSA rules. 

This is not the first time you send objectionable materials to VNSA. The
admins notice that you have systematically posted messages of
controversial political nature which have little to do with the main
purpose of VNSA as a forum serving Vietnamese DHS. As one example, quite
recently you posted a message asking whether "ye^u nu+o+'c thi` pha?i ye^u
XHCN", which could provoke a political discussion on VNSA. Fortunately,
nobody followed this controversial topics, and the admins decided not to
use administrative measures against you at that time, hoping that our
subsequent repeated calls to our members to be extremely careful with
politics have effect on your subsequent postings. It turned out that our
hope is not justified in this case. 

Considering the seriousness of your recent violation of VNSA rules, and
taking into account the history of your postings on VNSA, the admins have
collectively decided to SUSPEND YOUR POSTING RIGHTS FOR THE PERIOD OF
THREE MONTHS. In this period, you can still receive messages from VNSA,
but you will not be allowed to post to VNSA. In no circumstance you should
try to post any material to VNSA during the period when your posting right
is suspended, otherwise you will be immediately unsubscribed from VNSA. 

This is an unfortunate messure that the admins have to take in order to
ensure that VNSA rules are followed, and that VNSA will not be used as a
place for disseminating objectional materials that can endanger VNSA's
members and VNSA.

Please note that this is an official request from the VNSA admins. VNSA
rules state that disregarding official requests from the admins is
considered a SERIOUS VIOLATION of VNSA policy and can qualify you for
immediate removal from VNSA. Therefore, please comply with the official
request. This request cannot be commented on in any form on VNSA by any
member. If a VNSA member thinks that this request was not made in
accordance with VNSA policy, he/she should send private mails to the
admins detailing his/her complaints.
