[FROM ADMIN] New policy for forwarding VNSA messages

Dear friends,

Until now, VNSA policy has been such that VNSA messages can be forwarded
freely on the Internet, unless the author of the message explicitly
forbids such forwarding. The policy was designed this way to help ease
advertising VNSA among DHS/NCS and disseminating interesting and useful
information to the widest possible Vietnamese audience. 

However, recently it has been brought to our attention that on some 
Vietnamese Internet forums with a similar policy for forwarding
messages, this policy has been abused by forum members with personal
vendetta against each other, and forum messages have been used 
inappropriately in members' personal fights. For this reason, to protect
VNSA members, we have revised our policy for forwarding messages.

THE NEW POLICY: VNSA postings (messages) CANNOT be forwarded out of
VNSA without the explicit approval of the author or the VNSA admin board.
This means that if you want to forward a VNSA message out of VNSA, you 
will need to write to the author of the message asking for his/her 
approval. In the case you cannot reach the author, you should contact the
admin board with your request.

This policy will be effective immediately, and will apply to ALL VNSA 
postings, in the past, present, and future.

Please note that this new policy is similar to that used successfully by
many other Vietnamese forums. Also, for those who wish to use VNSA
messages in their personal fighting and so forward a VNSA message
without the explicit permission of the author, we would like to let them
know that

- under the US laws they might be sued and ruined financially by
the author
- under the VNSA policy they might be subjected to immediate expulsion
from VNSA.
