As a Japanese researcher, I want to ask all of the participants to know 
that Japanese government officially dicussed and solved all the issues 
during WW2 between VNese government (At that time Japan recognised 
Saigon government.) in 1960s.

The procedures were done quitely based on the international diplomatic 
rules.

So, now VNese government doesn't arrise that issue again officially, and 
willing to receive Japanese ODA.

I think it is quite personal issue whether participants would like to 
learn Japanese language or not.  And add that if the market doesn't 
require Japanese language no one learn Japanese.
