Dear friends,

It is possible that, the in the post-Deng scramble for influence,
the hardliners and the military in China is stirring up international
trouble to increase their influence in Chinese politics and get a
bigger military budget.

If the hardliners and military succeed in this, if they can say to the
people, `See, tough military action brings good results for China', then the 
world is letting one billion people have a dangerous impression. And there will
be bigger trouble to come.

The world must condemn this threat to peace and stability.
