Hi, you can send a check of an American bank to DHTL. I have asked and
was told that checks from foreign banks are not a problem. I guess that there
are plenty foreign banks in Hanoi where these foreign checks can be cashed. 

The address of DHTL is provided at the beginning of the DHTL letter. 
Please make check payable to "DDa.i Ho.c Tha(ng Long". Attaching a small 
note explaining what the check for would be a good idea. Also, don't 
forget to provide your address so that a receipt can be mailed back to 
you.

Unfortunately, I don't know of any DHTL e-mail address. But I think you 
can call the phone number provided (at the beginning of the letter) to 
get an e-mail address for DHTL.
