So where's the reason why many of US universities are willing to help
international students? And what does "university" really mean? Why ones
can be named Universities and others must be named Schools, Colleges,
Institutes? For example: Back Khoa is biggest and most well-known
"University" in Vietnam and why can't we call her University although
her current name is HUT (Hanoi University of Technology)

Yess, we need people who can manage our factories, our enterprises. Most
of you seem living in the academical environment for too long. The fact
is Vietnam have been wasting millions of dollars each year due to the
serious shortage of high skills and experienced engineers (in the
government sector).

There's bunch of up-to-date those in National Scientific and
Technological Library (Hanoi). Government is spending hundreds thousand
of dollard to buying them for studying and researching purposes.
