It's true, but you can solve it easy by tell them that the books are for
universities/education organizations. If they want to keep the books for
checking, let them go ahead and the universities/edu. organizations will
take them back later very easy. In all cases I know when my friends
brought books for my university in VN, the customs in TSN let them go
without making trouble. But it's better if you can contact with a
university to tell them in advance.

Well, I don't know what does DHS mean. But as I try to understand your
question, there is a big library in HCMC that serves for students of all
university located in HCMC, in every major. We call it "Thu* Vie^.n Quo^'c
Gia TPHCM". Is it what you ask about?
