Hi Vu Nam,

5 mu~ 6 = 5 to the power 6 
10 mu~ -3 = 10 to the power minus 3 

In both exs, the word "raise" was ignored. To say in full phrase, it 
would be "something raised to the power something". One can also use the
short form by saying "something to the something". Hope this helps !
