I assume that DHBK Hanoi is a technical university, so I really don't
see the emphasis on basic physics experiments for engineering students
(it can be different for chemical engineering students, though.) When
I was in school in Hungary, I didn't have any kind of hands-on
experiments when taking basic physics course (during the first two
years.) I might be wrong, but maybe the article is referring to
other technical labs involving junior or senior students?

If this was true, I would be very disappointed. It sounds to me like
the story of professors who hide all the good books from other colleagues
and students. For engineering students, it's a big loss, since there is
always a big gap between theory and practice.
