Just for those who might be interested,
The practice at Syracuse,

   The scholarship is splitted into two different parts:
          - Graduate award: in form of tuition. Absolutely, no tax.
( It is interesting to note here that ** the scholarship award is tax free,
but the graduate tuition is not tax deductible**.). Awarded by the 
graduate School. 
          - RA/TA stippend: Taxable and paid by the payroll.
   
I think this is a smart arragement that can help the poor student better 
than putting everything in a scholarship. Student will have to pay the 
tuition and as the grad tuition is not tax deductible, the student will have
to pay tax for the tuition he/she received. At a private school where the 
tuition is as high as 1600/ course, the student will have to pay an 
additional 4000/year.

   I don't think the petition can make sense. As a amendment should imply
more issues.
