[project] On setting up specialized DHS mailing lists

Dear friends,

I have talked with someone who has all the necessary hardware equipments
to set up and run mailing lists; and he has generously and kindly agreed
to set up various specialized DHS mailing lists for VNSA netters. 

So if you would like to set up a DHS mailing list, for example, the list
for telecom people, then please try to 

(1) gather at least 10 persons, including at least 5 du ho.c sinh, nghie^n
cu+'u sinh, or persons with VNese passport, who would join the proposed
list. 

(2) choose among them someone(s) to be the admin(s).

(3) write a simple draft of the policy for the proposed list. This can be
very simple.

(4) contact me (anhai@cs.washington.edu) for setting up the mailing list.

More details about this will be posted later, when I have more time. But
this should be enough for you to start creating your favorite list.
