I found the following news that may be relevant.

Vietnam starts to train aviation engineers
June 20, 1997
(SGT-HCMC) Vietnam has begun to train aviation technology engineers at
HCMC Technology College.
At present, 45 students are being trained in this major at the Department
of Aviation Technology of the above college and will graduate in 1999 as
the country's first aviation engineers.
These students have been selected from the school's excellent students who
have obtained basic credits through three semesters of the first phase of
university education. They are also good at English and French languages,
which are compulsory.
After completing the following nine semesters of the second phase at the
said department, the graduate engineers will be capable of designing civil
airplanes in agriculture; surveying and organizing the manufacturing of
airplane components; assembling airplanes; maintaining and evaluating
airplane quality; studying and developing airplane technology; and
manufacturing toy planes.
In 1996, HCMC Technology College spent VND600 million installing an
aerodynamic laboratory for the department. The school has also received
assistance from some organizations and schools in France, which presently
have plans to provide the college with teaching and studying equipment.
