Subject: IMS and Euclid

Dear Sallie,

The IMS Cuouncil met yesterday and made a decision to take
part in the Euclid project as a development
partner. I have been nominated as the
IMS representative. However, the Council decided
at the same time to remain an active partner
of the ASA in the electronification project.

The IMS has not signed any formal agreement with the Euclid
Project yet. The final form of such an agreement
has to be approved by the IMS Council.

Both project Euclid and the ASA e-publication
discussions are still at the intermediate stage
and the operational meaning of the IMS` decision to
cooperate with both projects is not clear.
I expect that Euclid will provide the Web site
for the IMS publications (electronic files).
At the same time, the IMS would develop
a linking system with the ASA journals (and those
of other societies which decide to cooperate
with the ASA). I am also in favor of creating
a single search engine which will cover all publications
of ASA, IMS (and possibly those archived in JSTOR, AMS, etc.).

I hope that the IMS decision will not affect
the ASA`s desire to cooperate with the IMS.
As a representative of the IMS on the ASA`s
Task Force, I plan to do my best in creating
the closest possible ties between the e-publications
of the two societies. I believe that there are
no technical reasons which would prevent
cross-linking, having a joint search engine, etc.

representative to an informational meeting on electronic publishing.

As you know, the IMS/Bernoulli Society main meeting is in Mexico next
week (and indeed maybe you are coming yourself).  I'll be in a much
better position to give a definitive answer to your letter on my return
from there.

Dear Ms. Keller-McNulty and Mr. O'Fallon,

I acknowledge, with appreciation, receipt of your April 25 letter directed
to Prof. W.R. Van Zwet, regarding the ASA's plans to organize an informal
meeting to consider future ASA plans for electronic publishing, and to
explore possible opportunities for future electronic publishing
collaboration.

Please note that Prof. Van Zwet is no longer the President of the ISI. His
successor is Mr. Jean-Louis Bodin. The International Statistical Institute
(ISI) would be very interested in participating in the envisaged meeting, to
discuss a theme which will undoubtedly play a prominent role in every
academic society. Before deciding who will represent the ISI at the meeting,
I would appreciate knowing exactly when and where the meeting will take
place.

I attach some general information about ISI publications. You may be aware
of our discussions with Alan Zaslavsky and Bruce Trumbo regarding possible
collaboration between CIS and Statistical Theory and Method Abstracts
(STMA). We are now actively pursuing the development of a CD ROM version of
STMA.  Another ongoing electronic publication project involves the ISI
Glossary of Statistical Terms (see
http://www.europa.eu.int/en/comm/eurostat/research/isi/) which has been
prepared in collaboration with Eurostat. Consideration is also being given
to the future development of electronic versions of various ISI and ISI
Section journals, such as Bernoulli, the International Statistical Review,
and Short Book Reviews to mention a few. Needless to say, serious concerns
have been expressed regarding the initial capital outlays that such new
products would involve, as well as the security and other technical
difficulties relating to cost recovery and the prevention of unauthorized
dissemination.

Please allow me to introduce myself as the Commissioning Editor for 
Statistics at Arnold. Professor Ted Holford, one of the Editors of the 
journal 'Statistical Methods in Medical Research' , which Arnold publish, 
forwarded on to me a copy of your letter of April 25 about electronic 
publishing and the ASA. As you may be aware, we already publish this 
journal simultaneously on-line and in print (this service is currently 
available to institutional subscribers only). I am also launching a new 
journal next year, 'Statistical Modelling: An International Journal', 
which will aim to take our electronic publishing provision further by 
supplying the software and datasets related to published papers on-line 
wherever possible, as well as providing the journal itself electronically.

I am therefore very interested to hear about your investigations, and also 
about your intentions to make a request for proposals. I will be attending 
the ASA conference in August and wondered if I would be able to attend 
your informational meeting.

If you require further information about our current electronic publishing 
I would also be happy to supply it.

Dear Ms Keller-McNulty,
    Thank you very much for your letter of April 25, 2000,  regarding
information about e-publication. I am glad that you are going to keep me
informed on your findings and progress and to allow me the opportunity for
impute into your process. I am sure that there could clearly be some benefit
in determining our next steps collectively.
I would like to inform you that we have started preparation for electronic
publication of our journal Statistics in Transition. We hope to publish
first two issues of 2000 in July this year (the March "Special Issue" and
the June issue). For this reason we are very much interested in your
activities.
    You have asked me  also  two questions but I think that  they are not
connected with our journal or the Polish Statistical Association. You have
asked  me whether the International Statistical Institute  will be
interested in participating in the meeting you are going to organized and to
give the name of  a representative from the  International Statistical
Institute. I think that there is some misunderstanding, since I am unable to
answer these questions. I would like only to stress again that I am
personally very much interested in your activities but the Polish
Statistical Association has no resources to send a representative of our
journal  to participate in such a meeting. Anyway, we would be grateful for
sending us some  materials connected with the meeting or publish a report
from such meeting in our journal.
