Animated cartoons on the move

The Vietnamese cartoon is still considered under-developed
and Vietnam's plans to become a powerful producer of
cartoons seem like a fantasy. However, a project to
"modernize the Vietnamese cartoon between now and 2010"
has been proposed.

The project, laid out by director Truong Qua - a famous
cartoonist, will be implemented step by step. According to
this project, in 1997, a lineup of outstanding producers
including directors, painters and camerapeople will be
gathered to produce a 10-minute paper cartoon. 

Between 1998-2000, one 10-minute cartoon strip and one
animated cartoon will be produced. At the same time,
materials for the production of nine cartoons will also be
prepared. Cartoons produced during this time should be of
high quality to take part in the International Cartoon
Festival Hiroshima '98 and the Vietnam Film Festival in
1999. 

As regards financial support, it is planned that some VND5
billion will be borrowed from banks, and this will be
re-paid beginning in 2005. By then, the Vietnam cartoon
company will have 35 cartoons and will host the ASEAN
Cartoon Festival. The target for the period 2001-2005 is
that Vietnamese cartoons will gradually be exported to
ASEAN countries and former socialist countries to return
to banks the borrowed capital.

In the period 1996-2010, five cartoons will be produced
each year. In 2010, the Vietnam Cartoon Company will
produce 60 cartoons, with which Vietnam can become a
cartoon power. During this time, Vietnamese cartoons will
be presented in Asian countries, former socialist nations
and those where Vietnamese expatriates are living.
