I think as you are in Taiwan then you can choose Apple Macintosh.

Then you can buy VNI for Mac to input VNese, and you can use many 
Inputmethod to input Chinese.

VNI is Input method which can input tone marks in easy action using 
numerical keys.

For example, if you want to input ""ngu+o+\i", then type "nguoi"+"6"+"2".

I think VNI's support is one of the best on the earth.
