               Rice export in 7 months: 74.3 percent of the year target

               (VET)- According to the statistics of VN Customs Office
as of late July Vietnam had
               exported 2.9 million of rice earning US$674.8 million,
or accounting for 74.3 percent of
               the year target; and an increase of nearly 200,000 tons
over the same period last year.
               In spite of the increase in terms of the volume this
year, the rice prices in the world
               market fell around US$30/ ton on average, therefore the
export values from this item fell
               US$ 38 million correspondingly. Moreover during this
period Vietnam rice was faced with
               the fierce competition of the export rice from Thailand
and India at lower prices, especially
               the rice of 25 percent broken. Moreover the
participation of Chinese, Indian and Pakistan
               rice in the world markets has contributed to causing the
competition even fiercer.



               New Hanoi Customs boss appointed

               (VET)- Mr. Phan Van Dinh, Chief of the Vietnam General
Department of Customs has just
               signed Decision No.459/QD-TCCB on appointment of Mr.
Nguyen Cong Dat - deputy
               director of Import and Export Control Division under the
General Department of Customs
               as the new director of Hanoi Customs Department. The
decision took effect from August
               16, 1999. Mr. Ta Dang Doanh, former chief of Hanoi
Customs Department was relieved
               from his position for retirement.



               Export values of Dong Nai province up

               (VET)- As of the end of July the export values of Dong
Nai province amounted to US$
               664 million, or up 64 percent over the same period last
year, US$ 94.6 million of which
               earned in July alone or up 28 percent. The key exports
items of the province were
               footwear and garments. The foreign invested projects
earned the export values of US$
               561 million during this period or up 28 percent of the
same period last year. In order to
               lure FDI into the province, Dong Nai authority has
decided to lower down the land lease in
               five out of their nine industrial zones. According to
this decision the land-lease in these 5
               industrial zones is US$ 1.54/ square meter/ year in the
first 5 years of operation and will
               fall to US$ 1.1 / square meters/ year in the following
years.



               Gas to be listed as an additional State regulated item

               (VET)- Mr. Nguyen Ngoc Tuan, director of the Government
Pricing Committee was
               quoted as saying that in order to stabilize the gas
prices, and to protect the interests of
               producers and customers, his Committee had submitted to
the Prime Minister a proposal
               that gas be listed as an additional state regulated
item. On August 7 the Government
               decided to assign Petrovietnam to work out a
price-stabilizing scheme for domestic LPG,
               under which Petrovietnam would sell LPG at the July
price level to domestic gas
               companies. However in the southern provinces, some
companies still raised their retail
               gas price at the expense of customers on the ground that
the gas price in the world
               market had gone up. Mr. Ngoc Tuan said that together
with listing gas as an additional
               state regulated item, the Government Pricing Committee
will announce the reasonable
               gas price ceiling in a move to end the absurd gas price
increase in the domestic market.
               According to the gas experts the reasonable price
ceiling may be around US$ 300 / ton.



               87,600 jobs created since early this year

               (VET)- According to the statistics of the HCMC's Labor
Department since the beginning of
               the year 87,600 people have been given new jobs, 73,300
of whom have got the regular
               and stable jobs, 9000 of them have got jobs at the State
owned enterprises and 10,500
               people at the private owned sectors. 



               36 projects to IZs licensed in 7 months 

               (VET)- In the first seven months of the year the
national and local Industrial Zone and EPZ
               Authorities have granted licenses to 36 projects with
the registered capital of US$ 95
               million. The implemented capital during this period
amounted to US$ 120 million and
               export values from this sector were estimated at US$ 650
million. The registered capital
               of the projects to be invested in the IZ s and EPZs by
the year-end is expected to reach
               US$ 200 million to US$ 300 million.



               20 plants to be operated in Tan Tao Industrial Zone by
               year end

               (VET)- As of August 2 this year the Tan Tao Industrial
Zone received 27 investment
               licenses with the total capital of VND 420 billion and
US$ 500,000, raising the total
               number of projects in this IZ to 56. 8 projects of that
were foreign invested. Tan Tao IZ is
               regarded as one of the most successful IZs in HCMC.
Seven plants in this IZ have already
               been put into operation, and 10 plants are being built
and by the end of the year 20 plants
               altogether are expected to be put into operation.



               Six foreigners detained for gambling

               (VET)- A gambling with one Vietnamese and 6 Taiwanese
involved in Binh An village,
               Thuan An District of Binh Duong province were cracked
down. At the gambling the Binh
               Duong Police seized US$ 2,842; TAIW $1,750; VND 21
million in check and VND3.3
               million in cash and a car that brought them to the
gambling site. 



               Export of seafood estimated at US$ one billion this year

               (VET)- According to an estimate from the Ministry of
Fishery the exports of Vietnam^Òs
               seafood in 1999 may rise 20 percent over last year to
around US$ one billion. However
               the export this year to the Japanese market a major
market for Vietnamese seafood,
               has dropped 10 percent and the export to RoK and HK have
dropped even lower. RoK
               ranked No. 6 in 1997 in the Vietnam's major clients fell
down to No.13 in 1998; while last
               year^Òs export to US market and to EU rose 104 percent
and 24 percent over the
               previous year respectively. The export values of
Vietnamese seafood to US and EU
               accounted for 20 percent of the total seafood export
values in 1998.



               Cut down prices to boost sales

               (VET)- The Ministry of Trade is reported to have decided
to cut down prices on a number
               of the stockpiled commodities including cement, building
steel, consumers goods such as
               sugar in a move to boost sales and consumption. The move
to cut down prices is
               designed help producers less dependent on the bank loans
and to help farmers to build
               their own homes and roads with less expensive material.



               The 22nd SEA Games 2003 to be hosted by Vietnam

               (VET)- Vietnam is reported to run for hosting the 22 nd
Sea Games 2003. But how
               successful it is depend on Vietnam's commitment to the
construction of the sports
               complex in Me Tri area, 15 km south of the capital city
of Hanoi, which costs an
               estimated VND 2,200 billion or equivalent to US$ 158
million. The complex will include an
               athletics stadium, tennis courts and a swimming pool and
will be the biggest such a facility
               in Vietnam. The Philippines is only Vietnam^Òs competitor
for hosting the Games that has
               the advantage of good already-existing sports facilities
and previous experience of hosting
               the Games. 



               Feasibility study for major gas project under
               consideration

               (VET)- A PetroVietnam source was quoted by SGT as saying
that Petrovietnam would
               carry out a feasibility study for gas exploration off
the country's southwestern coast to
               submit to the government for consideration. According to
the Plan Petrovietnam will
               develop a pipeline to pump gas from offshore to the
southern most province of Ca Mau
               with an annual capacity of some 5.5 billion cubic
meters. In another related development,
               no agreement has been reached on the stake portions
among the partners involved in a
               project to develop the country's biggest gas reserves in
the southern coast. The gas
               pipeline component has been deadlocked following the
withdrawal of Mobil of the U.S. and
               BHP of Australia. PetroVietnam has said it wants to
increase its stake in the project, but
               its foreign partners, namely Japan's Tomen and the
alliance between British Petroleum
               and Statoil of Norway have insisted on replacing Mobil
and BHP.



               Khanh Hoa aims to be quick off the mark

               Investment licenses to be granted between seven and 10
days

               (VNS)- The central coastal province of Khanh Hoa will
become the quickest place in
               Vietnam to grant investment licenses, claiming that it
will only take from seven to 10
               days for projects in its Suoi Dau Industrial Zone (IZ).

               VAT still ruffling feathers of local business

               (VNS-VET)- The Government has been collecting the
value-added tax (VAT) for six
               months. To smooth out some of the policy's rougher
adages, the Vietnam Chamber of
               Commerce and Industry (VCCI) and the Party Central

               Commission held a conference last month. But much
contention still surrounds the VAT,
