SSL and a question

Hi,

Someone mentioned SSL. If I remember correctly this SSL had been proven
unsecured and had been cracked several times in the past due to its
export-restriction form which leaves only 40-bit for key search space.

Also, just curious, does anyone know if cryptography is illegal in
Vietnam? I mean if 2 Vietnamese exchange encrypted messages, do they
violate any law? In some countries in the world, as I've learned,
cryptography is illegal. Thanks
