Is it Acer or me?

I'm not a tech expert but can usually find my way around troubleshooting issues. Not with this one. I bought the computer from Target so this has no reflection on Amazon. First of all, I'm new to Windows 8.1 and I don't have the highest internet speed but none the less the computer is slow to me. It does start up fast but installation of apps are slow. The computer came with Cyberlink Power DVD 12 which doesn't support video playback and immediately takes you to the upgrade option at which there are three upgrade levels of the DVD 15 version ranging from $59 to $99. Windows Media is here but it's not playing my dvd. So far I've only been able to download apps which are already on my tablet and not really needed here. Basically, I spent a lot of money 5 months ago on something that I am totally lost on.
