I have never brought any PC to Vietnam, but many people here did.
They told me that there is no tax for something like a computer since
it is badly needed in Vietnam and the government are encouraging
people to bring them back.
However, I guess that the customs officials at the airport may want to
check if there is something in the hard disks of your computer that
can be considered dangerous for VN. Thus, be careful with it.
Your cousin will be very happy with your PC. I am thinking of bringing
a PC back to my brother also.
