Hi,
  I am curious why VN should pay the pre-75 debt. There should be 
something hidden here. To be so generous is unsual from VN and moreover,
the debt of Saigon, there should be more than one argument not to pay. 
The money is big for VN but peanut for the US. So I thing there should be 
some reward in return.
  Concerning Paris, how about the Nixon's promise to contribute to 
healing the wounds of war.
 So valuable are the promises.
