Japanese War Crimes

Dear Mr Tsuchikawa,

I don't believe that past Japanese war crimes should be an obstacle to present
understanding and cooperation and I believe that Vietnam should be grateful for
Japan's present goodwill.

However, it is too cavalier, especially for a Japanese, to consider that Japan
has already made amend for her past war crimes. It is far too cavalier to say
that the war reparation paid to the South is an apology for the crimes committed
anywhere, let alone in the North, which was not represented by the South at the
time, where of the order of a million people died because of Japanese war
crimes. Furthermore, it is probable that many Japanese war crimes had not come
to light by the 60s. For example, the so called Comfort Women issue has only
surfaced recently and the experimentation on live prisoners in China is still
being covered up.

I tend to believe that the Japanese are an honourable people who have the
courage to make amend for their mistakes in proper ways. I prefer to think that
money is not meant to replace that courage and honour.

Yours,

Huy
