VN contra Chine

Hi all,
Few interesting strategies for VN in the relation with Chine
were presented in the last few days. (For the last 2 days I was
disconected to the network.)   
First, Let me look back farther to history.
For 3000 years of VN-se history, (from fathers to sons) the only  
one important and dominating thing done by VN-ses was: against Chinese
agression and chinanization!!!  Of course, each person could easyly agree 
with me that: our grand-grand-...-father perfectly did that...
Second, the modern history of VN is complicated because
that there are no unique intepretation for many historical facts.
(for example: a question about ideological VN-se war, relation with former
Soviet Union and Chine, etc. Sorry, I have no right to present my deep
thoghts here...)   

One thing is just obvious that: VN maked a big mistake in
a stategy!  For a long time it's well-known for every inteligent
people that Chine will try to make full control over south chinese sea.
(they always regard south chinese sea as their private sea!)

Why VN didn't do anything to increase VN-se Marine (sea's defense force)?  
I understand a prototyp argument that VN has little money for military
expences, but my main thesis is that VN has to defense only VN-se
territorium, in which are very very little VN-ses living. 
Chinese force could go to Hanoi or Sajgon, but it doesn't matter!  VN-ses
are also VN-ses.  They do not (and never) become to Chineses, so
chinanization doesn't work.  (Chinanization could work perfectly in the
territorium, in which are no VN-ses.)  

What VN have to do soon?
VN has 2 posibilities for choose:
 a) closely cooperates (economically and militarly) with US, Japan and
Asean, and France.
 b) becomes a little brother of Chine.
The first option is proper and the second is catastrophy!
Usually, small countries have to grupped to a bigger blocks (for
effective rivalization) in the modern world.  
VN at least has to make efforts in many fields: dyplomacy,
economics, military.  The idea is following: members of Asean could
create a military park like NATO in Europe.  This is good for all of
them. VN need a treaty of no agression with all neighbours and a guaranty
from one of the world's superpower.  
Stop thinking that strong economy can solve every problems.
(VN has no chance for growth quickly than Chine and Chine is 30-times
bigger than VN.)  

VN need a stable line for foreign policy.  Goverments change, but 
interest of VN-se nation is the same.  Interest of VN-se nation must be 
regarded highest (higher than any interest of Kings, Goverments or 
political group, etc.) and can not be a (political) game. Don't forget
about that.  The VN-se solders (of former South VN force) who died in
Hoangsa 1974 in a pocket war with Chine are also heroes for me. 
All VN-ses must have to them a respect. ( They are real "liet si".)
