  University in a generic meaning is a high education institution that has
diverse disciplines ranged from liberal arts to engineering, laws, 
managements,...
  Such big instituitions like Caltech, MIT, ... in the US or Polytechnique,
Central Polytechnique,... in France are schools or institutes.

  A school that has four programs like TL may deserv the name as a 
Training Center.

 The tendency to cut National Universities into Natural Science University,
Human Science University to me is a process of making new glossary meanings.

  I did not mean general engineers as special talents. I am not saying 
that they are not talented. Recently, there are many proposals for Advanced
Studies Institutes as means to have modern technologies. I am against this
kind of talent productions. As I wrote in some previous article on VNSA, I
think VN need engineers more urgently than special talents in too high 
disciplines.

  It is almost impossible for us to help the public sector effectively.
In the dictionary meaning, that is taken care by government. However,
to help the expert individuals working in the public sector is quite 
different story. In Anh Phung Ho Hai's article, there are many big names
as channels to help. I am quite against that. In late 70's, I worked for 
few months in " Bo^. Dda.i Hoc." for the book warehouse. There were many 
good books sent by international organizations and individuals. Well, 
Bo^. Dda.i Ho.c and Da`o Ta.o should be a good address as a top instituition
who takes care about such things. How can we know where to send those things.
We just asked around and 90% of those books went to trash as we had to 
evacuate the room in few weeks. Another example was that in our 
institute, occassionally, we received books and documents about AIDS, 
biophysics,...we called around and cound not find anybody who were interested
in our neighborhood ( we cannot make long distance calls to Hue Saigon..)
and dropped all into trash.

  My point is that, if you have a lot of money just bomb VN by books and 
facilities ( Mu+a ro+i nhie^`u a('t u+o+'t dda^'t). But we a just a 
handful of poor DHS's, we should have an address to send books. In private
sectors, at least it would be worth for them to select books and make 
money by reselling them. 

  So the best and most effective way is to save money to translate and 
publish textbooks.
