  To your second question: why the US univs accept international students.
There are few reasons:
    1) They makes money by accepting so-so students from Taiwan, Thailand,..
if those students have money to pay the tuitions.
    2) They want to diversify the culture. In the US universities, a good
score does not guarantee the admission. It is not neccessary that the best
candidate is admitted. The practice is that a student can bring his/her
culture or special ability to the university and a pure technical ability
is not decisive in admission. 
      In fact, it is worth doing that. I will discuss more if you are 
curious. 
   3) As universities in the US are places to tie the labor for few years,
in the US univs, there is a very broad spectrum of ability from the world 
most talanted to the craziests who hardly know to write a good essays. 
They do need the talented from outside to keep the avarage standard.
I am not saying that the US don't have enough talents. They do have plenty,
but not enough for over 3000 colleges. Many chinese students who are 
studying in avarage univs in the US are good enough to be admitted to the 
best Univs, but the best schools cannot accept all of them because of 2).
So the consquence is that Vnmese students do have a good chance to go to even
the best schools in the US, even our standard is still below the ones of 
India, Korea and China.
  4) Brain-drain economy: It is very difficult to get support for 
undergraduate scholarship for non-citizens. ( If you don't believe you 
can try). Normally, for a good BS, you have to invest about 100.000USD, 
and in most case you waste money with a cow as the final product.
It is relatively easy to get a graduate scholarship because if you award 
a graduate scholarship to a well-established you save a lot of money.
There are still many scholarships only for citizens.

We live in a capitalist world, there should be a reason to spend money.
