[Help] IT in Vietnam

Dear friends,

I am about to make a trip to VN for a feasible study
of opening an IT Consultancy (NW Planning, Design,
Installation, Configuration, Maintenance, Trouble Shooting,
Programming, Training) in HCM City, Vietnam. I would
much be appreciated if you can advice me any information,
tips, hints, thought, suggestion,... about:

	-Current IT infrastructure in VN
	-How to optain an IT Consultancy permit
	in VN, particular in HCM City? Are there any restrictions
	for an abroad Vietnamese to apply? Any capital has to be
	deposited into VN Bank, and how much?
	-Are there many IT Consultancies in VN?
	-Are there tendering projects in VN? And how the process
	has to bid for?

And anything related to IT in VN would be helpful for my collection
of information.

I'm in-deep grateful for any input.
