Cha`o ba'c Tie^'n (et al)

Ba'c So+n was most likely right: It was copied from some HTML source.

Following ba'c So+n's direction might not get the desired result. 
If you mail to him, mail the original file, not the modified one (per his
direction).

I assume you are using a Unix workstation. 
I do not know of a converter for Unix, but there are more than one for
Windows.

To read the HTML correctly, you not only need to save it as HTML, but also
to 
EITHER:

1) specify the font face in the HTML file.
(see my reference at <http://www.kreative.net/toan/display.html> look under
Web Publishing with Vie^.t Text. Please do not bookmark this site. I am
only testing it for now. Once I have a good address, I'll announce it)) 

OR

2. configure the browser to use that (VISCII) particular font to display it
correctly.

For either choices, you will need to have had the appropriate font
installed in your system beforehand.
