There is a common fallacy in the following calculation
(I have also seen it in VN Govenment publications).
The growth rate of 9% is for the TOTAL GDP. Since 
population is growing at more than 2% per year the per
capita GDP is at best 7%. Since VN's economy is heavily
reliant on overseas companies that re-export their profit
the actual income growth for the local population is 
probably less still.

Anyway, taking 7% p.a. in 50 years the Vietnamese's
average income will still be less than $7000.
