I think Anh Thanh points quite clear points.

(1) Most ASEAN countries achieve their recent development only since 
1980, after the Plaza Agreement which makes Japanese yen much higher 
than before.  On this occasion, many Japanese companies started real 
foreign direct investment in those area.  Also PR China, which started 
open policy in late 1970's, was a good target of national project from 
Japan and they got modern & largest Steel mill near Shanhai.  (SOrry, if 
you can read Han-Tu then I can show you clearly.  But sorry, I don't 
know its name in Ping-In Chinese.)

BTW, in this period, there remained strong effect of Cold War, and VN 
was under the pressure of China & United States at the same time.  Also 
fighting with Chmer-Rough.  As VN had not taken openpolicy yet and most 
of Japanese thought that VN was just like North Korea.  And the failure 
in information about the Cambodian situation resulted in sanction by the 
name of international society.


(2) Not only New tigers, but Germany and Japan were under some kind of 
dictatorship in old days.  But it is clear that if the governments are 
intelligent enough then it is the easiest and fastedt way to make the 
nation develop fast.

(3) "IN fact, there is not significant between Vn and others contries in 
this region in point of starts. The questions is how we can utilize it?"

If VN had been under the same condition compared with other countries, 
then the present situation would be quite different from now. It is only 
because at that time the relationship between other countries were not 
so good.  Clear.
