I think the main differences between the Vietnam of today and the
tigers of 30 years ago are that (a) the true "tigers" put economic
development first while with Vietnam it seems to be two steps
forward, one step backward (or sideway) - this is particularly
true with much needed structural reform (b) the tigers were
much more farsighted in putting a lot of resources in
education. Vietnam, so far, seems to take the easy South-East
Asian option (Thailand, Indonesia) rather than the more
difficult East Asian option (Korea, Taiwan, Singapore).
In the long run it will cost VN dearly.
