BRIEF INTRODUCTION TO VUSTA
THE VIETNAM UNION OF SCIENCE AND TECHNOLOGY ASSOCIATIONS

(VUSTA) was established in accordance with the Decision No
121/HDBT promulgated by the Council of Ministers of the
Socialist Republic of Vietnam on July 29 th, 1983.
VUSTA is a voluntary non - governmental organisation of the
intelligentsia acting in the various Vietnamese science and
technology associations.
VUSTA is a member of the Fatherland Front of Vietnam.
VUSTA sets for itself the following main tasks:
1. To rally and unite, to regulate and coordinate the
activities of the Member Associations in:
- Disseminating scientific and technical know- ledge to the
masses.
- Carrying out the scientific and technical re- search,
promoting the quick application of scientific and technical
progress to production and life.
- Continuously improving the professional level of its
members, of the scientific and technical workers in various
fields, encouraging and supporting the scientific and
technical talents.
- Playing its social role as a consultant, examiner and
expert for various functional organs of the Party, the State
and other organisations in scientific, technical and
socio-economic problems.
- Getting scientists involved in the struggle for peace,
against war, for the protection of the environment in the
country and in the world.
- Defending the legitimate and lawful interests of
scientists, attending to their spiritual and material life,
their living standard as well as their working conditions.
2. To coordinate the relations between VUSTA's Member
Associations and the various organs of the Party, the State,
the Fatherland Front and the other organisations with a view
to solve related problems of the association activities.
3. To establish and develop the organisation system of the
Union.
4. To manage and develop foreign relationship and
international cooperation of the Union. The supreme body of
VUSTA is the General Assembly of the representatives of all
the Member Associations held every 5 years. The Central
Council, which is elected by the General Assembly, consists
of the representatives of every Member Association. It
elects the Presidium, which is composed of the President,
the Vice-Presidents, some Members and the Secretary General.
The establishing General Assembly of VUSTA was held in Hanoi
in 1983. Academician Tran Dai Nghia, a prominent scientist,
was elected President.
In May 1988, the second General Assembly of VUSTA was held
in Hanoi. Academician Tran Dai Nghia became the Honorary
President and Professor Ha Hoc Trac, a famous scientist in
Electrical Engineering, was elected President. VUSTA's third
General Assembly convened in Hanoi in September 1993.
Academician Tran Dai Nghia was reelected Honorary President
and Professor Ha Hoc Trac, President of the VUSTA Central
Council.

(VIFOTEC) is a non - governmental, non profit organisation
established by Decision of VUSTA's President No 1215/TC -
LHH dated November 17th. 1992 with a view to assist creative
technological talents.
VIFOTEC is a Juridical Person under Vietnamese Law. The Fund
has its own Seal and Bank accounts in Vietnamese and
foreign currencies in Banks established in Vietnam.
