To be honest, I really want that we can establish one. However, lu+.c
ba^'t to`ng ta^m. Moreover, the cost of establishing such journal of
high quality will be very high. I don't know much anybody in Economics
in Vietnam. 
In my opinion, the journal must be of ACADEMIC interest (i.e.
professionally designed, edited). So far, I haven't seen any such
journal of high quality in economic research in Vietnam. the journal
must be able to provide a place where researchers can publish their
researchs, especially for Vietnamese researchers (as it is not easy to
publish papers overseas). At the same time, it will help encourage our
researchers and our students.
What do you think?.

BTW, there are so many great textbooks in Economics that haven't been
translated in Vietnam. Partly because of financial reasons. For
example,  as I known in 1996, the book "Development Economics" of
Michael Todaro has not been translated into Vietnamese. Econometric
knowledge and software relating to experimental tests like game theory
are still not very popular for students. 
I am willing to participate in translating any economic textbooks into
Vietnamese. We can even make it more applicable in the Vietnamse
context. Anybody ?
