Please help a sick child

Dear friends,

One of my friend in Saigon has a 3 years old son who has
a very strange illness according to recently examined by
Doctors in VN. The Doctors said that the boy's problem
is a first case in VN. The sympton is follows:

        - The boy cannot speak
        - Cannot breath properly and running nose
        - A  5cm lump in the right side of throat is monitored
        and it's developing to the left.

I got the panic phone call from my friend in the weekend pleaded for help.
However, I do not know exactly what is the problem, how to explain and
where to go. Please tell me where to contact to seeking more information
and propably for a proper examination. My friend's family and his friends
are willing to pay for medical expensives if he has to send his son to
oversea.
