This statement could be understood by the following way:
Both these Chinese doctrines, the actual ideology and the future ideology,
i.e. Chinese nationalism, are dangerous.   
>From the point of interes of China's neighbours, Chinese Nationalism
(unindepently where it occupies : in China, Taiwan, Hong Kong, Ma Cao,
Singapour, etc.) is more dangerous, because it surely provides to
regional catastrophere!

Of course, my conclusion is based on my own experiences - so it is
heuristic, one of powerful method used in AI - Alternatively, I can
inteprete it as a statistic result:  I know about 10 Chineses (mainly
students, PhD students, working Scientists and small "businesmans") and
generaly, their concepts about "everything" are very similar!   So, they
are more collective!  Chinese propaganda is more effective, if we assume
that VN-ses are identical to Chineses at the begining.

Your numerous anegdotic stories about how north VN-ses did not know 
how south VN-ses were living, have little connection to the real reality.
In fact, many north logical thinker knowed, but they did not want to
express that they knowed and what was happening.   For what? 
Except, someone prefer live in prison than in very "limited fredom"?  

Look back to the past, get yourself few BBC documental films about China
in the period 1949-1976, to understant that what happened in NVN is
nothing in the compare with what happened in China at the same time.

The exact Mathematical formulas is following:
Terrors done by Hitler + Terrors done by Stalin << Terrors done by Mao Tse
Tung.

For the Europeans and Americans: VN-ses, Chineses, Mongols, Laoses,
Campuchiers are identical.   In the few Hollywood's films, I've seen that
they regarded that Thais = Vietnameses!!! This is only 'anegdot', and
please do not bring it too seriously.

VN belonged to the Chinese Circle of Culture, then the Chinese
influences on VN-se culture are uncountable, but characters of VN-ses
are (gererally) different of Chinese characters.
Never think as Americans that, Chineses and Vietnameses are the same.
(Biological: YES, but the character of human beeing is only problem of
BIOLOGY??? Of coure, it is false statement!)
