Question of Legacy Re: Ba`i Review cu?a TS Nguyen Xuan Tuyen



Hi folks,

   Concerning this thread, I see two quite different issues:
    
        1. The review of Mr.Hung.
        2. The scandal of Mr.Tuyen.    

  Even after a lot of admirable mathematicians have checked and confirmed
Mr.Tuyen's inability in Math, I refrain to consider those statements as
an official conclusion. The reason is simple, nobody among my friends
was authorized to say the final word.
  
   I have talked my personal opinion about the review paper. Reading
the feedbacks, I am still waiting for more convincing arguments to change it.
However, that is just my own ethical taste and others can keep their own.
That is really not a big deal.

The real issues are:

1. Legacy:

  However, the maneuver against Mr.Tuyen tells us the legacy system has 
problems at least at the perception level. It made me laugh when hearing 
people saying that "the only evidence is Mr.Hung review paper". Come on,
MR.Hung's paper **cannot serve as evidence** for anything. That is Mr.Hung
personal view only. The ability of Mr.Tuyen is not relevant here.
  The way the journalists made noise about an unclear issue is COMPLETELY
ILLEGAL. Under the light of TRUTH, Mr.Tuyen and Mr.Hung are equal and their
credentials are not counted. Until, they have a legal proof of Mr.Tuyen 
piracy or an evidence for his inability, I don't have the reason to believe
in any opinion even in my own intuitive feeling.
  It is sad that Mr.Buu Nam, who is elite enough in Vnmese Society ranking,
tried to defend Mr.Tuyen not in a legal way and stuck with Mr.Hung's review.
  The legacy basis of the second question is:
    - Vnam recognised the degree awarded by Georgia.
    - Georgia has awarded the degree to Mr.Tuyen. The Dr.Thesis should 
have been set in the major libraries in Georgia at least for few months 
for review and anybody could make an objection.

   To question the legacy of both points are outside of our reach, even 
we can shout to the sky showing our credentials. Shoutings are still personal
opinions.

2. Separation between authority and professional qualification:
   
   From the lessons learned by Mr.Tuyen, Phan Van Hap, Dao Trong Thi, Vu 
Thanh Khiet,...I think the separation maybe better. In a large scale,
The Ministry of Education should be separated from Academy of Sciences
if we want to follow the European model. The degrees should pass the
Qualified Commitee of the Academy of Sciences, which should not have any 
authority. ( Academy of Sciences in UUSR serves as a bad idea having too much
authority). Or as in the US model, Ministry of Education is week and degrees
are awrded by Univs ( If you want just a degree you got it but where is it 
from)
   I am curious how the Ministry of Education of Vietnam can decide on 
the problem on a legal basis. Also Vnmese news papers are on a bad way.

   The comparision of Anh TienZung concerning the comparision between a 
Vnmese and Swedish journals is a litle bit childish for me.
   From the qualification aspect, definitely, the Swedish is known as a
better one. On the scale of legacy, they are equal as both are reviewed by
MR. And the qualification aspect if it is clean, should not have any
authority. 
   Can you imagine a society where a Court also has the administrative 
authority? And also what happens if the Court decide based on a vote 
through e-mail.
