 In the sample of patient 99.999999% of cell are normal .
 What is the conclusion of the disease ? 
 The disease is Treated or not ?
 What is your opinion?

Surely the answer is not a statistical one but a medical one?
It depends on how the 0.000001% cells that are abnormal affect
the person also how their number grows. It also depends on
(don't shoot me, anh Tuan Nguyen :-)) some kind of cost-benefit
analysis.
