HIGHLIGHTS OF SEPT. 25 MAJOR DAILIES
Ha Noi, Sept.25 (VNA)-- Following are highlights of major dailies
published in Ha Noi on Sept. 25:
NHAN DAN (PEOPLE)
Viet Nam-Finland Summit Focuses on Economic Ties
Prime Minister Phan Van Khai and his Finnish counterpart Paavo Lipponen
held talks in Helsinki on Sept. 23, to boost friendship and bilateral
cooperation, especially in economic, commercial and investment areas.
Khai is leading a Vietnamese high-level delegation on a visit to
Finland.
Asian Aviation Directors Endorse Plan of Action
A 17-article plan of action was approved by 127 aviation executives from
36 Asian-Pacific countries at a regional Aviation General Directors
conference which closed in Ha Noi on Sept. 24, setting a goal for "A
safe, efficient and economical civil aviation service."
Ho Chi Minh City Seeks More Effective Vocational Training
The Secretary of the Ho Chi Minh City Party Committee, Truong Tan Sang,
has urged relevant agencies in the city to work out a masterplan soon on
vocational training to deal with dire shortage of skilled workers at the
municipal industrial zones or export-processing estates. Sang, who is
also a Political Bureau member of the Central Committee of the Communist
Party of Viet Nam, told a Sept. 23 workshop on this issue of the city's
plan to increase financial support to vocational training up to VND 5.4
million/ apprentice/year from less than VND 3 million currently.
Vietnamese Poet Wins ASEAN Literature Prize
Poet Nguyen Huu Thinh, Deputy General Secretary of the Viet Nam Writers'
Association and Editor in Chief of the Van Nghe (Literature and Art)
weekly was among the 10 winners of the Southeast Asian Literature Prize
of 1999.
WFP's Project Helps Strengthen Sea Dyke System
A just-completed project funded by the World Food Programme has helped
strengthen 456 km of sea dykes and plant 522 ha of trees along the
central coastal line over the past six years. The project has,
therefore, helped expand the area of cultivated land by more than 4,000
ha, salt fields by more than 46 ha, and water surface for aquaculture by
more than 1,000 ha.

Viet Nam Calls for NAM Protest Against Unilateral Imposition in Int'l
Ties
Deputy Prime Minister and Foreign Minister Nguyen Manh Cam urged the
Non-Aligned Movement, NAM, at an annual ministerial meeting to voice
against any manoeuvre for unilateral imposition by powerful countries on
developing nations in international relations.
Fund In Support of Minority Students Made Public
The Vu A Dinh Scholarship Fund, exclusively for poor students of ethnic
minority boarding schools, was made public on Sept.24. The fund also
aims to support teacher training in remote mountainous communes.
Expansion of Child Support Funds to National Scale Necessary
So far only 55 out of 61 provinces and cities have set up their own
funds in support of children although the Law on Child Protection and
Care, set it as a must. The National Child Support Fund has over the
past five years granted more than 4,000 scholarships to poor students.

Amended Ordinance in Obligatory Social Labour Geared to Small-Scaled
Projects
A freshly amended Ordinance on Obligatory Social Labour, passed by the
Standing Committee of the National Assembly on Sept.3, has geared
obligatory social labour to small-scaled projects on irrigation,
transport, healthcare, education, amd rest and recreation facilities.
The 1988 ordinance, which mobilized between 40-50 million working days a
year for the construction or upgrade of public works, has been amended
to suit the new situation.
Ha Noi's Suburban Areas Harvest 4,400 ha of Rice
About 4,400 ha of summer-autumn rice has been reaped by farmers on the
outskirts of Ha Noi as planned.

First Education Law Encourages International Cooperation
The State has encouraged cooperation with foreign organisations and
individuals in teaching, learning and research and in helping Vietnamese
to study and teach abroad, said Education and Training Minister Nguyen
Minh Hien in explanation of Viet Nam's first education law, which was
passed in December last year, at a meeting with foreign diplomats and
educators in Ha Noi on Sept.24
More Capitals, Fewer Projects in Ho Chi Minh City
The number of foreign invested projects in Ho Chi Minh City has fallen
8.6 percent year on year, says an official of the city's Planning and
Investment Department. However, the amount of capital invested in these
projects is up by 61.2 percent over the same period.--VNA
