Re: VN News (Mar. 5-6/1997)



This is not a real debt paying matter, but "diplomatic gesturing."  It
happens quite often. It is most likely that if Viet Nam said yes, they
would not have to pay the debt in real term, even forget about it; but if
they said no, they would be in for a trip of "unwillingness to cooperate." 

This happens a lot in diplomatic dealings, like a bait, a trap.

The Republic of VN still has money in foreign banks a lot more than that
100 million US$. Also, I remember that Saudi Arabia had promised
developmental aids to Republic of VN with some significant amount that the
SRVN can still claim.
