This will need a bit of research from my part too. so I will getbback
to you with this. A very good source of info where you can ask such
and many more questions are newsgroups called ..grad.. something. Try to
go into a newsreader and find all groups with the phrase grad in it. They
are for grad and prospective grad students. There is one specifically
for getting into grad schools in the US. You should try posting your
questions there as well.

No, rarely, based on my experience. Most universities here accept new
students with funding only in the fall. But if your professor decides
that he/she needs you, and he/she can fund you right away, then you can
come right away.
